New regulations have recently been implemented for the Quebec skilled worker category.
The Quebec province holds a regulated power to select the candidates that intend to settle in its territory.
The regulations specify that the skilled worker is a foreign national who settles in Quebec to hold employment the foreign national is likely able to hold.
The Quebec selection process for the skilled worker is primarily focused on candidates holding training and education considered in demand in the province. The selection procedure is also based on a selection grid that involve the following criteria:
1) Level of education compared to the equivalent Quebec educational classification 2) Areas of training with emphasis on sectors considered in demand in Quebec 3) Full time work experience within the last five years 4) Age 5) Proficiency in French and English (Oral interaction and written comprehension) 6) Stay and family in Quebec 7) Characteristics of the accompanying spouse 8) Validated employment offer if applicable 9) Children 10) Financial self-sufficiency 11) Adaptability

An interview is set during which the applicant is given a final decision for the Selection certificate. The interview may also be waived. Once approved, the candidate is invited to submit an application for permanent residence with the federal authorities that will process the medical and security clearance.
Regulatory amendments to the selection of foreign nationals
The selection grid was modified on October 14th, 2009. These new regulations favor applicants with qualifications considered in demand under the current labor market. The new regulations also favor the holders of temporary permits residing within the Quebec territory such as students and workers.
A second processing queue has been created in order to expedite the applications from individuals with the training considered in demand. Some knowledge of French remains an important criteria in the selection grid but not mandatory. Emphasis will be given to areas of education considered in high demand in Quebec and for individuals that hold specific diplomas or degrees from Quebec or specific diplomas and degrees considered equivalent to a Quebec diploma or degree.
A fast track processing program is now in force. Applicants may have their application processed within 60 to 90 days after submitting the file.

UNIVERSITY LEVEL 12 points

- Plumbing and Heating (DVS - 1,500 hours / 2 years)
- Welding and Fitting (DVS - 1,800 hours / 2 years)
- Precision Sheet Metal Work (DVS - 1,275 hours / 1.5 years)
N.B. : In order to qualify under the fast track, candidates must have either completed the training within the last five years OR have worked in the field of training within the last five years. Candidates must also be approved under the current Quebec selection grid.
The above list may be modified by the Quebec authorities at any given time. It is therefore in the best interest of the candidate to apply as soon as possible while the occupation is considered in demand.
